In France, Veolia committed EUR 85 million to retrofit 14 treatment plants with new granular activated carbon beds and powdered activated carbon dosing systems. These investments reflect growing concern that legacy treatment media may not adequately address short-chain contaminants.
Demand is increasingly focused on mesoporous coconut-shell activated carbon grades with stronger adsorption performance for specific short-chain compounds. Longer supply lead times and heightened utility procurement have also lifted spot prices for powdered and granular activated carbon. Despite these increases, utilities remain willing to pay premiums because regulatory penalties for non-compliance can reach EUR 500,000 per incident.
Mercury Emissions Rules Support Industrial Consumption
Revised best available techniques requirements for large combustion plants are creating another important growth channel for the Europe activated carbon market. Tighter mercury-emissions limits are compelling coal and biomass co-firing operators to increase powdered activated carbon injection rates.

Biomass co-firing plants also require continuous dosing because variations in feedstock can create inconsistent mercury levels. This regulatory demand provides a comparatively stable revenue stream for European activated carbon suppliers.
Feedstock Price Volatility Remains a Key Market Restraint
Volatility in coconut-shell and coal feedstocks continues to pressure producer margins and customer budgets. Weather-related supply disruptions in 2025 reduced Sri Lankan charcoal exports by 24%, while Rotterdam powdered activated carbon spot prices increased from EUR 2,100 per tonne in January to EUR 2,480 per tonne by September.
Anthracite prices also rose alongside European natural gas futures. When gas reached EUR 45 per MWh in December 2025, anthracite prices climbed 14% month over month. Limited hedging options and the lack of correlation between coconut and coal markets make it difficult for suppliers to offset these cost increases. Fixed-price utility contracts are particularly exposed, with some participants seeking contractual relief when exceptional disruptions occur.
Additional factors shaping the market include expanding groundwater treatment mandates, growing adoption of regenerative carbon-reactivation service contracts and the cost impact of the Carbon Border Adjustment Mechanism on coal-based activated carbon grades.
Powdered Activated Carbon Leads Product Demand
Powdered activated carbon accounted for 47.65% of market revenue in 2025 and is forecast to expand at a CAGR of 5.67% through 2031. Its flexibility allows water utilities to respond quickly to sudden contamination events, making delivery speed and supply reliability increasingly important procurement criteria. A 2025 Veolia tender, for example, required delivery within 48 hours for 3,200 tonnes of powdered activated carbon.
Granular activated carbon remains essential for continuous water remediation and industrial reuse systems. Netherlands-based Waternet reduced annual carbon consumption by 35% after converting a major plant to granular activated carbon, despite EUR 4 million in initial capital expenditure. Extruded and pelletized grades maintain a smaller market share but remain important for gas-phase volatile organic compound recovery, where low pressure drop is a critical operating requirement.
Continued innovation in wood-based and lower-carbon products is also influencing purchasing decisions. Combined with regulatory compliance, municipal water investment and industrial emissions control, these product developments are expected to sustain the long-term expansion of the Europe activated carbon market through 2031.
