The installed base of smart electricity meters in Latin America and the Caribbean is forecast to increase from 17.3 million units in 2024 to 61.3 million units in 2030, representing a compound annual growth rate of 23.5 percent. Approximately 48.5 million new smart electricity meters are expected to be installed between 2024 and 2030. Annual shipments are projected to rise from 2.8 million units in 2024 to nearly 11.3 million units in 2030, while regional smart meter penetration is forecast to advance from 7.7 percent to 24.8 percent.

Brazil and Mexico will generate a large share of new installations, while Argentina, Colombia, Ecuador and Peru are expected to increase their contributions to annual shipment volumes. Brazil is particularly important to the regional smart metering market, with approximately 94 million electricity users and smart meter penetration of just 6.5 percent in 2024. New legislation and government policies are encouraging large-scale deployment, while utilities including Cemig, COPEL, Enel and CPFL are expanding investments in advanced metering infrastructure. Brazil is forecast to account for more than half of all smart electricity meter shipments in the region during the forecast period.

South America accounts for around 70 percent of the region's electricity users and approximately 60 percent of its installed smart electricity meters. It is also expected to be the fastest-growing subregional market through 2030. Uruguay has emerged as a leader following the near completion of state-owned utility UTE's nationwide rollout by the end of 2024. In Argentina, the installed base is projected to grow more than six-fold, from approximately 730,000 meters in 2024 to more than 4.6 million in 2030.

Colombia is expected to record significant growth through deployments led by Grupo EPM and Enel Colombia, despite previous policy uncertainty. Peru remains an emerging market, but recent regulatory developments have created a foundation for a proposed large-scale rollout in the late 2020s. Smart metering investment is also forecast to increase in Ecuador. Chile's market outlook will depend heavily on greater regulatory clarity, while Bolivia and Paraguay are expected to record moderate growth and remain focused primarily on pilot projects.

Central America remains a comparatively nascent smart metering market, although several countries are making measurable progress. Costa Rica has achieved smart meter penetration of more than 50 percent, while Honduras ended 2024 with over 500,000 installed units. Belize launched a nationwide rollout in 2024 that is scheduled for completion within three years. El Salvador, Guatemala and Panama are expected to expand deployments gradually, supported by utility initiatives and policy developments. In Mexico, state-owned utility CFE continues its program to replace basic electronic and electromechanical meters with smart meters.

Caribbean utilities were among the region's earliest adopters. Trinidad and Tobago and Puerto Rico are proceeding with a second wave of smart meter installations, while Barbados has deployed smart meters for effectively all customers. Jamaica has surpassed a 75 percent penetration rate. The Bahamas is preparing to begin a smart meter rollout, and installations in the Dominican Republic are expected to increase in alignment with the country's national electricity loss reduction plan.
